Medicaid and Medical Assistance
Free or low-cost health insurance for eligible Westchester County residents, based on age, income, and family situation.

What It Covers
Medicaid covers a wide range of health services including doctor visits, hospital care, prescriptions, dental, and long-term care — depending on your eligibility.
How It Works
Use your Medicaid card directly with participating providers, or through your Medicaid Managed Care Plan if you're enrolled in one.
Check Your Eligibility
Not sure if you qualify? Use the NY State income eligibility tool to find out in minutes.
How to Apply
NY State of Health
Apply online or by phone if you are:
- Age 19–64 and not eligible for Medicare
- Applying for a child or infant age 18 or younger
- Pregnant
- A parent or caretaker relative of any age, who may have Medicare
District Office
Apply through your local district office if you are:
- Receiving Temporary Assistance
- Receiving Supplemental Security Income (SSI)
- Age 65 or older (and not a parent or caretaker relative)
- A person with a disability
- A current or former foster youth
- A resident of an adult home
Medicaid Managed Care
Most Medicaid recipients in Westchester are enrolled in a Managed Care Plan. Here's what that means for you.
-
Step 1
Choose a Primary Doctor
When you enroll, you'll select a primary care practitioner (PCP) who coordinates all of your health care.
-
Step 2
Get Referrals When Needed
Your PCP will refer you to specialists or other providers as needed throughout your care.
-
Step 3
Use In-Network Providers
You'll generally need to use doctors and hospitals within your plan's network.

If your income is slightly above Medicaid limits, you may still qualify by applying medical expenses toward your excess income — similar to meeting a deductible.
Once your out-of-pocket medical costs equal the amount you're over the income limit in a given month, Medicaid covers the rest of your bills for that month.
Qualifying expenses include:
- Doctor and dental visits
- Outpatient care and lab tests
- Prescription drugs
- Home care and assisted living
